This index is the authoritative public record of ASA policy positions, comments, testimony, and other approved submissions. Each record identifies the issue, jurisdiction, document type, date, approval status, primary sources, and whether a later record supersedes it.

- current, superseded, withdrawn, or archived status.
Default results should show current records first without hiding historical records needed to understand ASA’s position at an earlier date.
How to read an ASA record
Position statement
ASA’s adopted view on a defined issue. Read the scope and date before applying it to a different proposal.
Comment or testimony
A submission to an external body. The public page links to the filed or delivered record when available and identifies any difference between the submitted version and a later formatted copy.
Coalition record
A document ASA joined with other organizations. The page identifies ASA’s role and does not imply agreement beyond the document.
Historical record
A position preserved for context but no longer current. The page identifies the superseding record or reason for status where available.
Record integrity
Material corrections and status changes are dated. ASA does not silently rewrite an adopted position to match a later view. A new version or superseding record explains the change.
Need a specific record?
Search by bill number, docket, agency, state, or title. If the record is not available, provide the identifier and date when contacting ASA. ASA will not disclose restricted member deliberations, privileged advice, or confidential government communications through this index.
